This means, at some point, either itself or hundreds of parents back, was hacked. This one fact, in and of itself, is illegal.
And, as others have pointed out, the ball is also a part of strategy. Some pokemon can't have certain moves/abilities in conjunction with certain balls. And, for some real assholes in a timed turn format, certain ball animations take longer to play out, meaning you can use them to help stall a clock faster.
Altering IVs is fucking fine, it just cuts down work. But messing with the ball can potentially change how an entire match plays out, and, in Ray's case, show he blatantly cheated.
