Here's my (probably retarded) suggestion.
Change it so that hail falls for 2-4 turns and now reduces speed and/or accuracy by one stage for all pokemon without an ice typing, similar to sticky web. It obviously doesn't last very long, but can't be spun away.
Coming in on an ice type with hail up with an 85% accurate flamethrower or 70% accurate fire blast suddenly means ice types have a very reasonable chance, especially if they are faster with that speed drop.
Bonus round, make hail prevent hazard setup while its active. Don't have it remove rocks or spikes already in place though, that would just make defog and rapid spin utterly useless. It would make a nice middle ground between magic bounce and taunt.
