If you look around and read some of the posters and notes in the game, you learn that Sea Mauville was an unforgiving place. They pushed their workers nonstop, never giving them breaks or slowing down. They clearly didn't care for the lives of their workers. I doubt they had much care for the safety of Pokémon either. Wattson saw this and shut down New Mauville construction, attempting to save the Pokémon that had made the area their home.

But what does New Mauville have to do with Sea Mauville? Was it a prototype city running of Infinity Energy? Or was it something else?

Well, I'd say "delta" goes beyond just a title. Rayquaza appears as a triangle in the murals, and forms a triangular shape going into space. M-Rayquaza's mandibles are shaped like a triangle, and then there's Delta Stream. My question is the relationship between "delta" to "alpha" and "omega" as concepts. Maybe "delta" is a middleground between the other two, even though it's not really in the middle of the alphabet.
