It's kinda cute, kinda cool-looking, not useless competitively while still being a long way from being annoyingly overpowered, plus it has a fun gimmick (being able to ride it) which doesn't disrupt anything. It also has a pre-evolution which is useful in game and is adorable as fuck.

I think most of those first guys were actually saying it's good, by complimenting its paraflinch combo. It is a 'good thing', technically, but it can be a bitch to fight against. Thus it can be dislikable. Then somebody brought Garchomp out of the blue and things went full nonsense.
