I totally didn't see it coming, for I used to think those were dumb and useless to its design.. but boy was I wrong.

My recently caught Jolly Rayquaza has an Attack of 237, how is it possible if 236 is the most for 31 IVs?

It really doesn't.
I used regular Pokéballs with Catching O Power and always caught it immediately.
