It's clearly meant to be Pokémon's most blatantly overpowered mon, and because of that its place in the plot makes sense for the first time ever (it was always impossible for me to suspend disbelief that these other legendary mons were possible of the feats attributed to them). I know people are complaining that it's OP, but that's the whole point. It's clearly not designed to be used in any sort of official battling, and will always be illegal in everything. So if you're going to purposely make an OP illegal Pokémon, why not just go full bore and make it basically invincible?
