It's not like contests are going to return for a while, so its only gimmick would be OMG EXCLUSIVE MOVES!!1. Unlike Spiky-Eared Pichu, allowing Cosplay Pikachu to be transferred to the next games/gen is stupid.

Exclusive moves kind of negates that point. having special moves makes it more like an event Pokemon and nice to have on your team no matter what its original purpose was for.
