Why the fuck ORAS did not stroduced Dive/Underawater battles, like the Sky Battles, but only with diving pokémon?

Would've been a little boring and make Sky Battles less unique.

Also, you can use any pokemon you want underwater. I'd like to think the Diving Pokemon protects its team with air bubbles or something that let them move/breathe underwater.

Because they realised that Sky Battles were a stupid gimmick since they render most Pokemon unusable and add no real extra features to the battle.
