You could recycle the Plusle + Minun adding a pair of twins in the gym and re-use one of those in the final rematches, they are just funny like region Pokemon rappresentants.
Flannery can actually use a low levelled Ninetales too, beside Overheat its level up moves aren't that great, has Extrasensory and Sunny Day at best, the rest is Confuse Ray, Hex, Will-o-Wisp, Safeguard and Imprison.
Decent choiced for Norman, Zangoose is way better than Delcatty and has more coverage, you could even add an extra Kecleon with Protean since its first encounter movesets won't be that much of a threat plus it can't run useful items before the rematches.
Winona looks okay, especially if one of her Pokemon use Bulldoze or Earthquake again or a more challenging moveset, I'd keep Skarmory.
The twins are also fine for the first encounter, plus the rematch teams allow to substitute and even have more than 6 Pokemon choiced to randomly pick team combinations from, so other psychic type counterparts duos and stronger Hoenn dex rappresentances can be used. Chimecho has also that annoying Yawn and screen access too beside helping the player in filling his dex with rare seen Pokemon, if I remind correctly the gym leaders happen to train themselves on Mt.Pyre too, so it fits them.
Wallace got a fine rework, but as with Flannery, I'd wait in giving them starters that early before the rematches, let him lead with a pure water type so it can send out Whiscash later, Huntail can be changed with Tentacruel to deal with Leech Seed and Grass types.
Again, rematches can fix the rest in terms of BST, coverage and movesets and basically final teams.
The first encounter should be in between Normal and Hard mode, not instant Hard, it gets more challenging after each rematch.
