Alright I've rebattled the couple in Sea Mauville 5 times and still haven't gotten this. Yea I've beaten the E4 and found the "treasure". What am I doing wrong?

You just have to keep battling. I think the minimum number of times you have to before receiving it is 3, but it can only go up from there. Though, I do believe that the chances increase with each battle from there on.

That's only master rank isn't it? Not OP but I've won all the master ranks and haven't gotten anything other than berries for the most part from those guys

Keep soft resetting, it took me about 10 tries.

Did it after Delta Episode and before I beat E4 a second time.

Yep. Prizes are random, but you get like 5 prizes after each Master Rank contest you win, so you should have a Destiny Knot after winning all 5 unless you have absolutely terrible luck. I have two.

I got 2 from fans for winning Master rank contests. They knot is rare to get from them but the contests are really easy to win and they go quick with attack animations turned off. Maybe try them? Or if you have a PGL account try the little games that need pokemiles to play. The destiny knot is a reward for one of the games. If you don't want to try either of those, I guess just keep trying the couple. Good luck getting it from them.

the doll? Well sure you can't pick it up or anything but I remember reading somewhere that finishing the Sea Mauville story is needed to get Lugia/Ho-Oh and the destiny knot
