Literally anything is better than a planet with a surface that's 100% water.
Plus Archie and his team would have died too.

Whereas if Maxie had control of Groudon he could monitor the size of the land and sea with it alone.

But you don't go to a lower level in either version.
Groudon goes straight through the pool of lava to reach the other side.
Kyogre dives, goes through an underwater tunnel and comes back up on the other side.

You make it sound like they're on the same level.
Say they both gained control over their legendaries, Archie would have flooded the world and killed everyone that wasn't on a boat and destroyed crops and such pretty much causing an apocalypse.

Maxie, on the other hand, if it reached a point where he causes an apocalypse he could pretty much fix everything by putting Groudon into a Pokeball, after that it's all up to the rain cycle.

Magma is just your run of the mill pokemon antagonist stupid, Aqua is like rubbing your asshole on ice after a very liquid-y shit and it getting frozen and stuck to you and then proceeding to rip yourself from it instead of calling for help.

Plus there's more life on land compared to water in pokemon and the introduction of more water out of nowhere would have destroyed the ecoystem.
