I actually kind of like the redesign. It's a little too flamboyant, but the elements themselves make a lot of sense. It's essentially a cross between a fashionable outfit and a swimsuit. You instantly think that when looking at him, even if you know nothing about him. It also evokes the image of Milotic, his signature Pokemon.

It evokes imagery of the type he fights with and has devoted his life to working with. Outside of Flying, I guess, it just screams "Water". His old outfit needed a complete overhaul, it was fucking hideous garbage.
