Many people would argue that this would be impossible in the sense of giving it connectivity with the newer games. But I have a solution, that would both be profitable by Gamefreak and appease to both casual/hardcore fans.
Let's say you charge 9.99 for each of these games. These games are different in other Virtual Console releases in that they're actually modified versions of the older games. Glitches are cleaned up, Ghost type is super effective against Psychic type, certain movies like Focus Energy work the way they're supposed to, and these games have a built-in feature that allows them to connect to PokeBank to transfer them over.
However unlike other transfers, this'll completely change the Pokemon all together. No matter what stat boost you give your Pokemon, the only thing that'll transfer will be the Pokemon itself, the owner's name, and the moveset.
Pokemon that come from Red/Blue/Green/Yellow are special in that they are given perfect IVs in all stats, and they gain Abilities that are exclusive to the Gen 1 games. Aka you can ONLY get Pokemon with certain abilities this way, in combination with their Gen 1 movesets. yes, Gen 1 movesets will be legal in any game that uses Pokebank. All EVs on said Pokemon get reset to zero, so to getting an EV spread on a Pokemon is given a fresh start.
Each Pokemon from a Gen 1 game is also equipped with an extremely rare item ranging from a Master Ball, a Rare Candy, to IV breeding items only obtained through BP. Some also come with new TMs that go beyond the number 100 mark with iconic TMs from Gen 1 like Fissure, Tri Attack, and Sky Attack.
Gamefreak is happy, casual fans are happy, hardcore fans are mixed but they're going to buy the games cause they can get perfect IV Gen 1 Pokemon. Then do the same with Gold, Silver, and Crystal about a year later and $$$$ just flows in.
Why Gamefreak hasn't done something like this yet astounds me. It'd be so easy to do.
