"completely useless in ubers" is NEVER a reason for something to be OU. Ubers is a banlist and exists only to keep the pokemon which are overpowered out of OU.

Technically they're right, Ubers is a tier and a metagame. The OU metagame's banlist includes Pokémon in the Ubers tier, in the same way that the Ubers Banlist contains just Mega Rayquaza.
Your point is right though, Pokémon should be assessed based on the metagame they could be allowed into rather than what they're currently in.

It was a banlist until ORAS. It didn't become an actual tier until late in November this year. To people who don't keep up with smogon it's entirely possible that they are unaware of the recent change making Ubers an actual tier.

Ubers might be a tier but it's still based on power rather than usage like other tiers. Blaziken is too good for OU. Just because Talonflame deals with it doesn't mean it's OU material.
