What is the absolute farthest back you can go in terms of trading/transferring pokemon upwards between generations from X/Y?

Can you legitimately get a pokemon from an actual Red/Blue cart into X/Y?

Was it ever possible at any point?

No. Furthest back you can go is to transfer up something from Ruby/Sapphire. It's a hassle though, first you must transport it to Diamond/Pearl/Platinum/HeartGold/SoulSilver, then to Black/White/Black2/White2, then to Poké Bank, then to X/Y/OR/AS.

Generation 3

No. The furthest a R/B can go to is G/S/C. If they knew no Gen 2 moves, you could even send them back (or send Kanto Pokemon caught in Gen 2 back to Gen 1).

I don't know if it was ever planned in development, but it's never been possible. Due to the differences in the way Pokemon stats are programmed, it wouldn't be possible to transport a Gen 2 Pokemon into Gen 3 or beyond anyway.

Officially, you can go from RS to ORAS as the farthest trip.

The most convoluted path, though, is Purifying all the Shadow Pokemon in Colloseum, getting the pre-order disc to give you Celebi (Japan only), then transfer it and other shit from Colosseum (including the English pre-order disc's Jirachi) to Diamond and Pearl so you can put 1000 Pokemon in My Pokemon Ranch to get Mew. And while you're at it, may as well get the Manaphy egg from Ranger. Then put it through Gen 5 and into Gen VI.

Actually, you can trade from G/S/C to R/S/E. It was a system dating to 2003, called the Transmitter. You hooked up G/S/C to a computer. The computer pretended to be a Gameboy Color, so you could trade it to a ROM. Then, you got R/S/E and traded it. The trick is that the special ROM was created as a makeshift Gameboy AND gba. It wiped out EVs and stats, and it was an overall complicated process, but it was worth it. I still have a Charizard from Blue on Alpha Sapphire.

The stats are all 100, no matter the level. As for location, it was blank. But transferring it to Sinnoh has "Hoenn" as the placeholder.

Simple: when transferred to Sinnoh, the game engine believes it is from Hoenn, despite being from Kanto/Johto. It fools the machine.

He's lying. It's absolutely impossible to transfer a Pokemon from Gen 2 to Gen 3. Even if you could somehow make the games connect, you couldn't just import Gen 2 Pokemon data into Ruby and Sapphire. Gen 3 completely changed the way in which Pokemon were programmed and structures - completely overhauling the IV/EV system, changing the way in which gender and shininess were calculated, while also introducing personality values, natures and abilities.

Pal park etc does this anyway: whenever you send a pokemon to a new system it has to be rebuilt to suit the new coding hence why it cannot return. OP if you really wanted to transfer something from a game boy you'd gen it yourself on gba or later and use your gbc pkmns attributes as a guide, like for its ivs you'd x2 +1 em all so your 15s would be 31s. I wouldn't recommend some sketchy auto converter like this guy did.

You can go directly from FRLG to DP, no need for RS as a middle man(which is an older game anyway).
In general any gen III game can transfer to any gen IV game.
