You can argue about the Asassin being overpowered in that game but all its moves were in order to induce ailments or outright KO a foe.
In the normal FF most of the Ninja Elemental-Skills came from the use of a Scroll Item, except in FFIV were Edge know a Wind, a Water, a Lightning and a Fire jutsu-thing. But the rest, they always used a Scroll to use elemental damage.
And then the Mage/Sage/Alchemist/Sorcerer, they outright use Elemental damage.
I get that Delphox was first planned as a sorcerer, but GF went with the easy way of not thinking, and just making it literally a magician from las Vegas.
That's why its a Fire-Type, just for the fireworks.
