He bred it for the Battle Maison. Inner Focus is mostly pointless in the Maison, you are much better off with having Scrappy to Fake Out some of the Ghost-type Trick Room setters and other shit, and attack certain ghosts before mega-evolving with PuP.

Even the 1748-win doubles streak on Smogon uses Scrappy over Inner Focus for the Maison.
