Seems pretty easy: take thing, give BST boost/new typing/new ability, make new thing. Or is it one of those "Why does Pokemon A have a mega, but Pokemon B does not?"

Scizor is the only Pokemon in the history of the game to not get added BST upon evolving. Scyther and Scizor have the same BST, just stats are distributed differently. True the Johto starters need a better stat distribution but also a second typing and released hidden abilities.

This is actually pretty interesting. I'd never thought of Mega Absol as an anti-Mega Banette.

I had suspected stuff like Gyara > Sableye and Ampharos > Slowbro though. I wonder if all of the Megas were designed at the same time, or the ORAS ones were created at a later date?

It's pretty obvious that the selection process involves popularity, balance for forgotten pokemon and the desire to introduce new niches and strategies to the VGC metagame.
