From what I saw, Quick Balls and Dusk Balls have about a 30% chance of working on an unhurt Rayquaza. Great balls are about 10% from full health.
Kind of annoying that when I was soft resetting, most of the ones I caught were in Dusk Balls, then the one that I stopped caring and used a Master Ball ended up being Adamant 31/31/31/x/30/29.
I guess Dusk Balls don't look that good anyway.
