Because Eevee's stat spread is worthless already. Baby Pokemon shouldn't have existed in the first place, we don't need even more. Who looks at a Pokemon and says, "I'd really like a shittier version with worse stats and maybe (only maybe) a marginally cuter design?" What purpose does that have?

Level up set is almost entirely normal moves (might learn bite/play rough/iron tail/astonish or other 'neutral' type moves) with Tri-Attack instead of hypervoice. It would be able to learn a ton of different TMs though. Not the 'big' ones (Bolt/Beam/Thrower/Psychic etc...) but stuff like Lava Plume, Frost Breath, Shock Wave/Charge Beam, Psyshock, Shadow Ball, Grass Knot, Water Pulse, Snarl, Dazzling Gleam, Silver Wind, Flash Cannon, Venoshock etc... not the best moves for each type but enough variety to encourage a large number of sets.

Instead of Darmanitan 2.0, how about Greninja 2.0? A strong(er), (more) flexible glass cannon? Maybe even flip ATK and SATK around for the sake of variety, although that would undoubtedly be worse for its performance.

Also for the love of god, give this evolution Adaptability as a HA. Even though it's worthless with Protean available, it doesn't feel right flavorwise that Eevee has it and a theoretical Normal evolution wouldn't.

Aside from marketability, giving a baby stage to a Pokemon with fairly high stats allows you to encounter it earlier without breaking the game with a Pokemon too strong for that part. Unfortunately Gamefreak don't do this because one step forward and one step back. BW2 were the only games I can remember where you encounter baby Pokemon in the wild, like Magby in the Virbank complex. Magmar's stats would be too high for that part of the game.

Another shitty decision with baby Pokemon is that the parents need to hold incense when they fuck to spawn the baby. What's the point of a baby stage if they can just hatch at a stronger stage without without the incense? Why not just retcon how they breed so it feels more like a worthwhile addition to the line rather than something tacked on with obtuse breeding and evolution methods?

Like it or not, Eeveelutions follow patterns. They're always a Special type (admit it, Fairy would've been Special if it had existed) and always evolve using a new game mechanic. The Dragon evo is certainly next, unless they plan on making even more new types.
