Technically speaking, no, not a single starter is on this list because you can get at least one of the Kanto Starters from XY, (plus Gen 6 Starters) and 2, 3, 4, and 5 can call be gotten in ORAS. Obviously you'd have to trade, but its possible to get them all. These Pokemon are different however based on OP's criteria that "you can't catch". None of them appear in the wild anywhere for you to go and catch.
