What anons in this thread are implying is that it can force the legends through the portal, which is not what actually happens in the game.
Basically this means that its power level in the games is lower, since its a big difference between opening a portal to a volcano in front of Virizion, and opening a portal to a volcano in front of Virizion and the dragging it through.
Of course the exact mechanic of the portals aren't known because they didn't bother to explain shit about the random legends in ORAS.
Also notice how I say in the games, because I am aware that it can create winds to drag shit through them in the movies. But the power level for legends is extremely different between mediums, with stuff like Shaymin opening portals in the anime to having no special powers in the game besides making things flourish, or Arceus being vastly inferior in the movies. The games are the only canon I'm interested in discussing.
