You know, in the current meta if hyper were to go back to its old ways of not needing a turn to rest if it faints the pokemon, it wouldnt be broken. Hell it might even fix some pokemon like porygon-z.

It could apply to blast burn, frenzy plant and hydro cannon as well.

Do this. Make it use the highest attacking stat and the targets lowest defensive to calculate damage like some sort of crazy combo of psyshock and download. Now there's a proper finishing move.

not to mention there is a huge risk factor with this buffed hyper beam, if it doesnt KO, you are forced to skip a turn

As a finisher it works okay on silly Gardevoir and Porygon Z sets.
Sometimes wrecking an opponent's defensive core beyond repair is worth even more than your mega. That's my win condition half the time

Hyper Beam/Giga Impact are fun.
Not good, but fun.

At least with Pixilate, Aerilate etc. it actually works as a nuke button, where otherwise it probably wouldn't even be your strongest attack.
