Say you give the Rotom appliances a bunch of moves based on its type instead of just the one they already have. They'll all rise up in usage, replacing pokemon that either can't do what they can or are just now worse. The process would have to accommodate the now worse pokemon since they basically just traded places with the Rotoms, or were made obsolete in some way.
Same thing with fixed stats. Flareon with an appropriate stat spread would likely jump a few tiers easily, leaving behind many similar pokemon who already had working stat spreads, so eventually they will have to get fixed too.
All pokemon perceived as bad in competitive work in the main games just fine, even before the games were casualized.
