Chansey and Kangaskhan in particular can only get Wish through an event in Gen 3, making the move on these Pokemon more difficult to obtain.

Put up a Xatu on the GTS asking for the Pokemon of your choice at Level 91 or Higher with the message "Deej pleece" to receive your Pokemon.
