Need some advice, been looking through google and forums and found no answer to my problem.

I'm trying to get both bikes in OR, I've spoken to the Hex Maniac and the Bird Keeper whilst on the bikes, I've also finished the Delta Episode, but the Triathlon guy in Battle Resort won't appear?

Does he only appear at certain times of the day or something?
