With access to Agility, it can make up for its low speed. It retains its usable sp. def and its physical def rises. At the cost of its less useful special attack, it gains massive attack power.
It gets moves like Drain Punch, Mach Punch, Knock Off, and U-Turn, as well as Baton Pass and Dizzy Punch for more gimmicky sets, so it could do well in a lower tier. Agility/Baton Pass is a good combo.
