1)crowns go from bronze->silver->gold->platinum
2) your crown goes up a tier when you catch all the pokemon encountered
--in the grass
--while surfing
--from fishing
3) you get platinum when you've caught all the native hoenn pokemon as well as the pokemon that appear when you get the national dex
