Victini, Landorus and Kyurem.
Keldeo is also partially wrong, but it can be somewhat excused by them not wanting eventmon between the regulas and making holes. Although that didn't stop them from making a hole in the Hoenndex between Rayquaza and Deoxys.

Kyurem isn't so much wrong as it i's affected by Landorus' placing.
After all if you just move Landorus to where the other genies are then everything but Victini fixes itself.

I that's just GF not wanting to change dex numbers for pokemon plus Rayquaza and Deoxys don't have much to do with each other.

Also the Larvitar line, Heatran, Regigigas, Phione and Manaphy are oddities in their respective dexes

Absolutely forgot about Dragonite.
Honestly though it's outside of the gen V dex it's probably because mythicals and legendaries are two different "classes" to GF either way I wouldn't be opposed to a rearrange.

they had a connection way before ORAS, and that doesn't change anything, there would still have been a good reason to change the Hoenn Dex to have Deoxys before Jirachi. Especially since they already did that by adding 4th gen evos and pre-evos.

Actually, I changed my mind. If Mew and Mewtwo are so rare that their appearance hasn't even been recorded in the Dex, it kind of makes sense for Mewtwo to be #150 as you're the first person to record it in a Pokédex and Mew to be #151 since players more than likely received it after completing the game.
