How the fuck does Smogon even work?

I'm looking in the UU tier and loads of these pokemon say they are UU but then in the movesets they have a couple OU movesets or even Uber movesets. What the fuck?

How am I meant to know if a move set I have made up myself is in UU or OU? Do I have to just use the sets that they have pre-made for people?

Why is smogon such bullshit?

The movesets are recommendations for the tier that you use them in.
Any moveset you come up with can be used in any tier the pokemon is legal in, provided that the moveset isn't something banned in every smogon tier (ie double team)

It's because they are viable enough to use in higher tiers or have a niche that's worth using in higher tiers

Like, Shuckle is BL2 right now, but has an Ubers set because it's the only viable user of Sticky Web in Ubers.

The tiers are based entirely on usage. If a pokemon isn't popular enough to be OverUsed, then it goes to UU, RU, NU or PU.

That doesn't necessarily mean it's not any good in a higher tier, just that it's not used often.

Sometimes a pokemon is too good for its usage tier, in which case it gets banned to Ubers or the appropriate Borderline list.

The sets differ between tiers because different tiers have different threats and different stategies that dominate.

Adding on to that. The tiers are a semi-objective way of sorting pokemon. The goal isn't to rank pokemon by strength, but to try and fit each pokemon into a metagame where it can actually be useful.

For a more general ranking, you'd look at a pokemon's viability, which works closer to tier lists in fighting games.

Charizard in particular spent a long time in a tier higher than he was actually good for (pre-Megas) because people liked him enough to use him anyway

The highest of OU pokes are in OU because they have a braindead, flowcharty method of play that makes them appeal to the majority of players. Lower tier pokes can succeed in OU, but will need to be played more skillfully.

Pokemon get sorted based on usage rates. Those are taken as a decent enough measure of power to work as gameplay tiers. You can always use a pokemon of a particular tier in any higher-up tier.

The "BL" things are the "borderline" categories. If one pokemon kicks too much ass in a given tier, but isn't actually popular enough to have usage in the upper tier, they get sent to BL. Like, BL1 would contain pokemon not popular in OU but banned from UU.

Ubers wasn't a tier before, and was just everything banned from OU, but RayCrayCray broke the world so IDK how it works now.

AnythingGoes is apparently exactly what it says on the tin.

The moveset ratings are suggestions. Essentially, "Here's a set I found useful for fighting OU pokemon because ____" versus "Here's a set of straightforward attacks for UU because the weaker-on-average pokemon mean that this guy can actually cut it as an offensive weapon." There's zero enforcement on movesets beyond the clauses like evasion or whatever.
