Sure there'll be cases where its NOT the case, but in general he's right. The mass majority of strong defensive pokemon have heavy defenses over HP.
Suckle sucks and Blissey/Chansey are good because Shuckle has extremely little utility and no recovery, while the blobs have a multitude of ways to recover and a ton of different roles they can take. Recovery matters more to a wall's ability, but if you had to choose, defenses yield greater results.
In fact, Chansey and Blissey are a perfect example of that claim. Chansey outclasses Blissey for that very reason. Eviolite effectively increases its overall defensive capability despite having lower HP and no leftovers.
