I think it just needs a bit more bulk in order to be competitively viable. A Choice Specs set can tear holes in a lot of Pokémon, but it's just too frail to survive for long. 71/88/89 defenses on top of 59 speed means you'll get maybe one hit in then die.

This puts it at 535 BST, which is the average BST for starter Pokémon, but now it has pretty good survivability. It won't carry your team along, but it'll soften up opposing Pokémon enough for other team members to finish them off.

Finally a flygon fag who doesn't want bug/dragon, losing ground stab is a big deal since it has EQ and earth power, tinted lens at least lets you get neutral hits on fairies with bug stab, it could get quiver dance and tinted lens from venomoth.

It makes no sense that Rotom's forms increase their BST from 440 to 520. All Rotom needs is for his stats to be on par with his other forms. Here's my proposed base stats spread.

>HP: 50 (no change)
>Atk: 50 (no change)
>Def: 75 (-2 points)
>SpA: 145 (+50 points)
>SpD: 75 (-2 points)
>Spe: 125 (+34 points)

Now Rotom can act as a decent special sweeper with plenty of chances to switch in with its three immunities on top of acting as a spin blocker capable of hitting most defoggers with a super-effective move.
