Yes it is built for doubles support, it has decent defenses though, so if you really want to use it for singles you could try a cleric set with wish, toxic, healing bell and some attack filler, maybe protect?

Use it kinda like Mega Slowbro. Pass Wishes early on, pivot in and out, ect. Then, when you get a chance, Mega and setup with Calm Mind.
