Nah. As soon as it got released people knew there were absolutely fuck all answers to it so it was just a case of "can we just stick this thing in some containment tier so Ubers is at least semi-playable"

Ubers was already enamored with the idea of banning shit to some other tier for a while, Rayquayquay just gave them the final push they needed.
