1. Based on usage. Even a great Pokemon, if not used by a lot can be in lower tiers.
2. Part Ice giving it a weakness to fucking everything.
3. It does not learn Ice Beam to my knowledge, which is retarded. It does learn Blizzard, but that accuracy man.
I do like the design, and if you feel the same way OP then use it.
