Almost anything that is competitive in nature, people can develop into a highly skilled metagame
Take poker, a prime example of something that is literally just deal 5 cards to a few people. It is because rather than the inherent system of "hope I get lucky and draw a good hand," instead you have a human opponent with real intelligence that you have to outwit.
Pokemon, smash bros, yugioh, Street fighter, even Rock Paper Scizzors all have at the very least some sort of skill set necessary to be proficient at it.
For the RPS example, even if it is just dumb luck, if you can read your opponents choices over and over again after the first round, you will have an edge (e.g., they keep choosing the winning choice of the last round)
