There have been 3 games since then all with their own way to obtain that TM.

All the Pokemon who get confide alone should already outright invalidate the entire "special intimidate is impossible because special attack raising/lowering is too uncommon" thing. It's just nobody uses it just like nobody uses growl, the attack form of Intimidate, because it's shitty to waste a turn doing only that.
