The whole reason Digimon evolve temporarily is because their evolved forms are gigantic. The relatively reasonably sized pokemon (except for a few outliers like Wailord and Onix) are much more manageable sizes, and the advent of pokeballs takes care of even that.
Nobody in 1999 was talking about temporary evolution for pokemon because it would have been a shitty idea, and it's STILL a shitty idea. It just introduces another god damn animation for you to watch over and over and over and over and over and over just to get your pokemon to function at its peak. Literally the only tactical difference it makes is the fact that you can only digivolve one pokemon per battle and they lose it if they get KO'd and revived. Whoop de fucking do.
You could get the exact same effect with a single powerful stat boosting item that there is only one of in the game and that goes dormant when its holder gets KO'd. Exact same tactical value without having to make a hundred spectacularly ugly edge lord versions of pokemon.
