No. Mew was used as early as 1996 to promote Red and Green. By the time the first glitch was discovered by Japanese fans in 1998 (allowing a Water-type Pokémon such as Magikarp to be "converted" into Mew), Game Freak had already distributed it officially more than once.

Mew made Pocket Monsters popular in Japan and then overseas.

Not true.
Mew wasn't even supposed to be in the game.
It was supposed to be just backstory for mewtwo, not an actual pokemon.
