Uh, no, it has stumpy legs in the games too. Check the pokedex. The anime is actually pretty accurate for the designs of Pokemon because they use references from the games.

Except it isn't, did you even look yourself? It's legs are much longer than in the anime, even if they're the same color.

This was the only shitty image I could find, but you can clearly see they aren't stumps.

Pokepark 2. It uses the same 3D models that the 3D Pokedex does, which were also reused for XY.

On a similar note, Jynx's (lack of) feet. The anime is not accurate with designs.
