Sure it could have been worse but it was bad.

I particularly disliked the lack of Battle Frontier and trainer customization

The thing with pokemon is it builds a lot from past gens: mons, mechanics, items, pretty much everything.
Which means you have to try really hard to make a new entry objectively worse than its predecessor.
So no, I don't think ORAS was worse than R/S or even Emerald, but it could have and SHOULD have been way better, because most of the work was already done
