Number of games it's a problem in becomes less of an issue when you notice the damage output it can do to any Pokemon in OU and below. Before ORAS, Kyurem-B, Chansey, any most Fairy types were respectable answers to it. Then it got Low Kick and Gunk Shot.
When the best switch-in you have is one Pokemon (Chansey) before knowing Greninja's full moveset, that should be a big ol' neon sign saying it's broken.
