Assuming that either pokemon was viable as a non-mega (but also without an item) they could only Mega the one that would work better against the opponent.

But that's a real stretch and a very inefficient strategy that gimps whatever Mega Stone-holding pokemon you don't Mega Evolve.

Sableye is pretty much useless if the opposing team has two special attackers out, in which case, you can mega and fuck them up with Calm Mind wars...
Otherwise Sableye is pretty much set as long as he can Will o Wisp, and it don't need an item as much...

Charizard is not that good to be non mega, but it's not impossible to make it work.

It isn't uncommon to carry two megas on the same doubles team - I have both Camerupt and Mawile - but you never bring both to the same battle. One of them is one of the two you don't use. I guess it was a mistake.

It's possible to do double megas and occasionally use both of them if they really are the best things you can bring, but Sableye performs a completely different function with its mega, and charizard kinda sucks without mega, so in this case it's just dumb.
