If they have more, they have either a shitmon or a clone. Blue is the only one that doesn't follow this rule, and also the only gym leader with a full team(which, sadly, barely reaches the level of someone like Wulfric, which stronger's Pokemon is just 1 level behind Blue's Pidgeot).
