You got to advertise your bike to certain people. On Route 111 (Desert), use the Mach Bike to find a Hex Maniac. Talk to her.
North of the Weather Institute, use the Acro Bike to find a Bird Keeper. Talk to him.
With either bike, talk to some Ace Trainer at the Battle Resort.
Then go back to the Bike shop and you'll get both bikes.

Mach Bike is the only correct answer, the Acro Bike moves like a snail in comparison. The only time you should ever pick the Acro Bike over the Mach Bike is when you need to talk to the NPC so you can get both bikes from Rydel. And after that, you should only ever use it to reach areas that require it.
