Shell Armor is pretty useless for Samurott since it has average defenses and doesn't really have a good boosting or recovery move (aside from Rest) either.
Personally, I think Samurott's design is cool because I thought Oshawott was cute, but when he grew up into Dewott, he stopped being cute and just turned ugly. Samurott was a nice change of pace.
