I wasn't trying to, its just those are bad rules to start on. If you really want to get a good metagame up, base it on Smogon and use usage percentages for tiers. The idea though is to just be less strict and a lot more open when it comes to dealing with overpowered threats.

If we would actually try this again I would argue that it would be best to base the metagame entirely on usage in a "top-down" attempt: Start with one tier where absolutely everything is allowed. See which Pokemon are so rarely used that they need to drop to a lower tier. For example we could say that after one month every pokemon with less than 10% usage of the top pokemon drops to a lower tier. Repeat until there is a tier where nothing needs to drop.
