Pidgeotto just feels like an upgrade of Pidgeot, specially since they don't have a real meaning unlike Teenager->Adult.

Though when I was a kid I thought Pidgeot and Pidgeotto were the same pokémon since they look the same.

Pidgeot sounds terse and concise with how it ends with a hard T, making it sound, at least to me, stronger, as if it is a title. Pidgeotto doesn't have the same strong T sound as Pidgeot and sounds drawn out and more "informal"

Let's see, Pidgey's Japanese name is "Poppo", Pidgeotto's Japanese name is literally "Pigeon" and Pidgeot's name is the same in Japanese (except without a "d")

So the conclusion to all of this is that Pidgeotto's English name doesn't even matter since it's name is different in Japan while Pidgeot's name is still the same. "Pigeot" might be just a mature name for "Pigeon" with the word "jet" combined in it or something.
