I would say umbreon is at lest on par with vaporeon. Jolteon is much more usable than flareon glaceon and leafeon tho.

The true ranking

Sylveon: Fairyspamming piece of shit, the only truly good Eeveelution anymore.
Jolteon: Pretty much has to run choice nowadays, life orb isn't enough punch anymore. Still works okay in OU but not nearly as good as it used to be.
Espeon: Like a non-mega Alakazam with magic bounce, strong in UU, pretty much gimmicky shit in OU.
Vaporeon: Got powercrept the fuck out of. Can still do its job in UU but only narrowly compared to the tanky beast it was in past gens.
Umbreon: Has been a gimmicky piece of shit since gen 4. The addition of stronger, reliable fighting STAB really shit on him.
Leafeon: Has setup/recovery but terrible typing and a weak ass movepool, it's garbage.
Glaceon: Only on hail teams, even then it's kinda shit
Flareon: lmao

They should just the type-ate abillity to every evee to make them decent. Having a 189 Bp attack helps every single one of them. Glaceon could at least shit on gliscors hiding behind subs and leafeon would destroy rottom wash with priority. Flareon with a fire quick attack would be great as well.
