Another mon was blasted with the same beam or something to make it grow like that to battle with the Gulpin. Also, you're talking about the episode titled 'Island of the giant pokemon' and yes, those were robots because they were part of a theme park. That was during the gen 1 anime before Sunflora, Magcargo, Mantine, Whiscash and Claydol were even pokemon. Take your own advice and watch the fucking show.
